When strict enrollment mode is enabled, why are the emails sent out blank?

Here is a screenshot of the Portal user enrollment mode setting in Admin > Portal Settings > Administration / Initial Setup. If S or Strict mode is enabled, users will have to confirm an email that is sent out to their employee email before they can create a password and login. 

The portal setting above it "Portal URL" must be filled in with the appropriate URL for any emails in the portal that contain links back to the portal to work properly. To fix this issue, update the Portal URL to the correct URL and the emails will be sent out normally.
